2026: The Private Rented Sector’s ‘big bang’

It is clear that for many landlords, 2026 isn’t just another year on the calendar; it is the “Big Bang” implementation of the most significant changes to the Private Rented Sector (PRS) in 40 years. The assessment that the industry is “cracking” under cumulative pressure is a sentiment shared by many—reflected in the exit of approximately 93,000 landlords in 2025.

The 2026 “Big Bang” Timeline

The Renters’ Rights Act 2025 is rolling out in distinct phases:

  • April 30, 2026: The absolute final day to serve a Section 21 “no-fault” notice.

  • May 1, 2026: The primary implementation date. On this day, Section 21 is abolished for all new and existing tenancies. All Assured Shorthold Tenancies (ASTs) automatically convert to periodic (rolling) tenancies.

  • May 31, 2026: The deadline for landlords to provide existing tenants with a written summary of their new tenancy terms and a government-published Information Sheet.

  • Late 2026: The launch of the Private Rented Sector (PRS) Database and the Landlord Ombudsman.

The Financial “Sledgehammer

New enforcement powers granted to local councils (which went live at the end of 2025) allow for:

  • Civil penalties of up to £40,000 for serious or repeat breaches.

  • Expanded Rent Repayment Orders (RROs), which can now be applied to a wider range of offenses, potentially forcing a landlord to repay up to 24 months of rent.

  • Making Tax Digital (MTD): Starting April 6, 2026, landlords with an income over £50,000 must use functional compatible software to keep digital records and send quarterly updates to HMRC.

The Energy Efficiency Hurdle

While the deadline for EPC Rating C has been pushed to 2028 for new tenancies and 2030 for all tenancies, the 2026 overhaul of the EPC assessment methodology means many properties currently rated ‘D’ or ‘E’ may find it even harder to climb the scale under new “fabric-first” metrics.
